Which region leads in the number of corrupt officials – Opendatabot

Last year, the Lviv region became the leader in the number of corrupt individuals in Ukraine. And the most popular reason for entering the register is the offer of benefits for actions or inaction in power.

2,420 people entered the Register of Corrupt Persons in 2023. This is almost three times less than in 2021. Lviv Oblast turned out to be the richest region in terms of corruption. This is reported by the Opendatabot portal.

In 2022-2023, the largest number of people entered the registry due to the offer or promise of illegal benefits for actions or inaction in power – 38.2% and 53.1% of cases, respectively.

Over the past three years, Lviv Oblast became the leader in terms of the number of sentences handed down. The number of records since the beginning of the great war has decreased: if in 2021 there were 537, then last year – only 192, – says the message.

Kyivska (188), Odesa (181), Dnipropetrovsk ( 176) and Vinnytsia (169) regions.

Which region leads the number of corrupt people/Opendatabot

Most often criminals are sentenced to fines – 92% of sentences. Deprivation of liberty and community service or the probationary period together make up about 5-8% of punishments. Violators entered in the Register of corrupt persons are there mostly indefinitely. Currently, in Ukraine, there are only a few reasons for which a person can be excluded from this list:

• cancellation of the sentence by a court order;
• pronouncement of acquittal;
• restoration of the missed deadline for an appeal;
• cancellation of the resolution on the imposition of an administrative penalty for a corruption or corruption-related offense;
• an administrative document or a court decision to cancel the administrative document imposing a disciplinary penalty;
• a statement of a person who, from February 24, 2022 until the termination or cancellation of martial law, took a direct part in the measures necessary to ensure the defense of Ukraine, the protection of the safety of the population and interests of the state, in connection with the military aggression of the Russian Federation against Ukraine.

In Opendatabot, it is noted that in 2021, mostly, people entered the Register of Corruption Perpetrators due to violations related to declarations – 75.9% of sentences. Already in 2023, the share of such cases has decreased to 1.6%. This is due to the fact that since the beginning of the full-scale war, the NAZK did not check the declarations of officials, and the submission of declarations itself was not mandatory.
