Two people arrested in connection with the death of a toddler in Beauport

The Police Department of the City of Quebec (SPVQ) has arrested two people in connection with the death of a 14-month-old child that occurred last Thursday in Beauport.

Police and paramedics responded to a family daycare on Sainte-Thérèse Avenue in connection with an unconscious child. When they arrived, they attempted resuscitation on the toddler, who was attending daycare, without success.

The child was transported to hospital, where he was pronounced dead.

The SPVQ immediately opened an investigation. Two people were arrested Monday evening.

A woman, Guenuite Kiwangala Mubwaka, appeared at the courthouse on two charges, including assault on the toddler, allegedly committed between November and March. The 25-year-old woman is also accused of breach of promise for her appearance, not having remained in the judicial district of Quebec between March 24 and 25.

The other, Josapha Mayuba Ndele, is also accused of non-compliance with conditions. It is this 30-year-old man who is the owner of the address where the home daycare is located, according to the municipal assessment role.

Both accused will be back in court Thursday afternoon.

The prosecution opposed their release and indicates that other charges could be added.

The person responsible for the childcare service operated in the residence was recognized by a coordinating office for educational childcare in a family environment. It therefore had to be able to comply with the standards for quality of services established by the Ministry of the Family.

The logo designed by the Ministry of Families to identify recognized childcare services is present on the front door of the residence.

Its recognition was suspended as soon as the events of March 21 were reported and the daycare service was closed.

The Ministry of Family specifies that it is up to the coordinating offices to ensure the recognition and compliance of those responsible for the childcare service.
