Salaries of civil servants: how much do officials in ministries earn on average

A new pay system for civil servants has been operating in Ukraine since the beginning of the year. The reform provides that 70% of the salary will now be a salary, and bonuses – only 30%.

The changes affected both central and regional authorities: according to the Ministry of Finance, the reform of the payment system and the reduction of vacancies will allow to save about 8 billion hryvnias in the budget. This is stated in the material of the publication “Word and Deed”.

Among the heads of Ukrainian ministries, the highest average salary in the Ministry of Youth and Sports is 117,000 hryvnias. The heads of the Ministry of Community and Territorial Development (104.6 thousand hryvnias), social policy (102.3 thousand hryvnias) also earn more than one hundred thousand on average. , Foreign Affairs (101.8 thousand UAH), the Secretariat of the Cabinet (101.7 thousand UAH).

The lowest average salaries of the heads of the Ministry of Agrarian Policy (78.7 thousand UAH) and digital transformation (75.8 thousand UAH).

As of January 1, 2024, in 108 state authorities 169,000 people actually work. During 2023, the actual number of employees decreased by 6.8 thousand people.

We remind you that the average monthly nominal salary of Ukrainians in 2023 amounted to 17,442 hryvnias, which is 17.5% higher than in 2022. Average annual inflation was 12.9%. Thus, real wages increased by approximately 4.6% over the year.
