Restaurant vouchers: the government “in favour” of extending their use

The government is “in favor” of the possible extension in 2025 of the use of restaurant vouchers for food shopping, the Secretary of State indicated on Wednesday to Consumption Laurence Garnier in an interview with Le Parisien. 

“Today, what I can tell you is that the government is in favour of extending this exemption,” the minister told the daily newspaper, also recalling that parliamentarians “are working on a bill on this subject”. 

The government had recently announced that the extension of the use of meal vouchers to purchase non-directly consumable products (flour, pasta, rice, meat, etc.) in supermarkets, in place since 2022 and popular with users, would be subject to arbitration “in the coming days”. 

This initiative was described as a “scandal” by Thierry Marx, the president of Umih, the leading employers' organisation in restaurant owners. 

Meal vouchers “were created for restaurants” and their extension to mass distribution deprives restaurant owners of a windfall estimated at “576 million euros”, he said on RMC ten days ago. 

The other union in the sector, the Groupement des Hôtelleries & Restaurations de France (GHR), acknowledged that consumers saw “an advantage in terms of purchasing power” but argued against “continuing to direct all meal vouchers towards mass distribution”. 

“Today, inflation is tending to slow down, but we must continue to support the French”, judged the Secretary of State interviewed by Le Parisien. 

She nevertheless said she was open to discussion: “We will let the PLF (finance bill) and the PLFSS (social security financing bill) pass and I will meet with all the stakeholders at the beginning of next year”, she promised.
