A corruption whistleblower received a reward/NAZK
The National Agency for the Prevention of Corruption made the first payment to a whistleblower. The payment was made in accordance with the decision of the Appeals Chamber of the Higher Anti-Corruption Court dated November 9, 2023 in case No. 991/2197/22.

A whistleblower of corruption became an active serviceman who, during 2020-2021, served as the director of the internal audit department of the Ministry of Defense.
The serviceman said that he was offered a bribe of 24 million hryvnias for a “positive” conclusion. audit of works commissioned by the Ministry of Defense, carried out by a construction company. For this, the contractor could receive full payment (over 400 million hryvnias) for the arrangement of the special facility and apply for future contracts from the Ministry of Defense.
The National Agency maintained a principled position on this issue, because the lack of a proper legal procedure for such payment should not affect the possibility of exercising the whistleblower's right guaranteed by the Law. That is why NAKC together with the Cabinet of Ministers of Ukraine, the State Treasury Service, the Ministry of Finance and the Ministry of Economy of Ukraine actively worked in this direction. We currently have a relevant decision and payment of the first reward. This is a fundamental event for the further development of the institution of whistleblowing in Ukraine and the formation of a sustainable culture of whistleblowing. How much is paid for exposing corruption?
According to the law, a whistleblower can receive 10% of the bribe or the amount of damages caused to the state from crimes after the court's conviction. At the same time, the payment cannot exceed three thousand minimum wages.
The possibility of receiving a reward for exposing corruption was introduced in 2019. So far, the courts have made two positive decisions on payments, but they could not pay these rewards for a long time due to the lack of regulated procedures.
