Computer programs recognized as part of weapons and military equipment

The Government adopted amendments to the Resolution of the Cabinet of Ministers of Ukraine dated 03.03.2021 No. 234 «On Approval of the Procedure for the Development, Development and Production of New Types of Defense Products, as well as the Termination of the Production of Existing Types of Such Products», developed by the Ministry of Strategic Industry.

This is reported by the press service of the ministry.

It is noted that such changes will expand the capabilities of developers of specialized computer programs used in products OMEGA.

«Software components of products, defense IT solutions, military command and monitoring systems, situational awareness programs are now recognized as an integral part of weapons, military and special equipment», – the message says.

As specified in the ministry, these changes «open the door» for concluding a state contract with the Defense Ministry's AOZ or another state customer. It is emphasized that this requires «certain changes» and «adjustment of mechanisms».

«In particular, for this purpose, the procedure for codifying computer programs recognized as a component of munitions will be worked out. We will report on the results separately», – added the Ministry of Strategic Industry.

According to the report, developers of such software will also have access to state services used by munitions manufacturers. Therefore, they will be able to obtain the status of critical and reserve up to 100% of employees, take advantage of the program of affordable loans for defense industry manufacturers – at 5% per annum.

It is specified that other state services and simplifications that will appear in the future will also be available to software developers.

«To win, we need modern weapons. Today, software components and software that allow the means to work effectively occupy an important place in the system of weapons and military equipment. Thanks to the amendments to the resolution, we equate manufacturers of such programs with manufacturers of hardware components, which gives them access to the services that we offer to all our gunsmiths», – said Anna Gvozdiar, Deputy Minister for Strategic Industries.
