Anthropic CEO Dario Amodei said that artificial intelligence could reach a level of collective intelligence comparable to a country populated by outstanding scientists in just two years. He emphasized that rapid progress poses serious threats to existing regulatory mechanisms, and the global community is responding too slowly to these challenges. Amodei emphasized that it is democratic states that should initiate the development of a system of control over AI.
Criticizing the AI Action Summit in Paris, he called it a “unrealized opportunity for productive dialogue”. He said world leaders were not quick enough to recognize the need to set norms in the field of AI, especially in the context of the competition between democratic and authoritarian countries for leadership in this field. Amodei also pointed to the risk of AI being used by autocratic regimes to increase political and military influence, as well as weaknesses in chip supply chains and cybersecurity threats.
The Paris meeting demonstrated the lack of a unified approach to regulating AI among world powers. US Vice President J.D. Vance spoke out against European initiatives, considering them unduly restrictive for innovation. He criticized the EU's Digital Services Act and European data protection rules, saying they create huge costs for small companies.
Amodei identified three main areas that require urgent attention: maintaining democratic leadership in AI, ensuring security in the digital environment, and examining the implications for the global economy. He highlighted the risk of AI falling into the hands of non-state actors, as well as the threat of uncontrolled development of autonomous systems.
If Amodei's predictions come true and AI reaches human intelligence by 2027-2030, existing regulations may prove insufficient. Whether world leaders will be able to adapt to these changes remains to be seen.
