The memorandum will allow the United States and Estonia to expand information sharing on this threat, share best practices for countering foreign disinformation, and align policies on five key action areas established in the State Department’s Framework for Countering Foreign Government Manipulation of Information.

Along with Estonia, 21 countries from Europe, Africa, North America, and the Indo-Pacific have endorsed the Framework and are committed to working together to strengthen the resilience of governments and societies to foreign information manipulation, the statement said, adding that together this coalition of like-minded partners will help ensure a global, free, fact-based information environment.
