The laws of October will affect OSAGO, child payments and deposit insurance, writes Rossiyskaya Gazeta.

Payment of pensions and child benefits only to Mir cards

From October 1, if a pensioner receives a pension on the card, this card can only be “Mir”. Those who do not yet have this card should apply for it at the bank through which pensions are paid. Also, from October 1, payments of benefits for children, if a citizen receives them on the card (there is another option of receiving them to an account to which the card is not tied, or by postal order), are made only to Mir cards. This also applies to unemployment benefits.

Application for child benefits is required again

From October 1, the unannounced procedure for extending monthly payments for children under three years old to low-income families, introduced due to the coronavirus, will be canceled. It operated from April 1 to the end of September. During this time, the benefit, which is renewed annually, was automatically renewed. Now, the payment, as before, will be established until the child reaches the age of one year. Then you need to submit a new application first for a period until the child reaches the age of two years, and then for a period until he reaches three years old, and also provide documents confirming the family's income.

The extension of unemployment benefit is terminated

Measures to support the unemployed, introduced in the pandemic, are no longer effective. Individual entrepreneurs who ceased their activities after March 1, 2020, could receive unemployment benefits in the amount of 12,130 rubles for three months, but no later than October 1, 2020. Also, from October 1, those unemployed who lost employment after March 1 of this year and who have expired the period for payment of unemployment benefits will also stop receiving unemployment benefits. Prior to that, payments were extended to them in the amount that they received at the end of the period of such support, within three months.

Upon the sale of housing and land, the insurance on the deposit will grow to 10 million rubles

From October 1, the amount in the bank account, the safety of which is guaranteed by the state, increases from 1.4 million to 10 million rubles within three months after the funds are credited from the sale of an apartment, a residential building and land, a garden house and other buildings inherited from funds. insurance and social payments, benefits, compensations, grants, as well as funds transferred by a court decision. As explained in the Deposit Insurance Agency, in the event of an insured event in a bank, a depositor who received insurance on a general basis in the maximum amount of 1.4 million rubles will be able to apply to the agency with an application for compensation in an increased (up to 10 million rubles) amount and provide documents confirming the existence of special circumstances.

The salary of state employees will grow by 3%

From October 1, salaries of public sector employees will increase by 3%. Income will grow for employees of federal government, budgetary and autonomous institutions, government agencies, civilian personnel of military units, institutions and divisions of federal executive bodies, which provide for military and equivalent service.

Deposit insurance will cover funds of non-profit organizations

From October 1, the deposit insurance system applies to the funds of non-profit organizations: HOAs, garden and vegetable gardening non-profit partnerships, consumer cooperatives (except for non-credit financial organizations), religious and charitable organizations, organizations included in the register of public service providers, Cossack societies, indigenous communities small peoples. The maximum amount of compensation for such deposits will be 1.4 million rubles.

To purchase OSAGO you will need a diagnostic card

From October 1, when buying a CTP policy, you will need to present a diagnostic card or give its number. The relief from the pandemic is over. From March 1 to September 30, OSAGO was temporarily untied from the diagnostic card, because due to the pandemic, the inspection points in most regions simply did not work. And motorists had to buy insurance. Now everything comes back.

Any tax can be paid with a tax overpayment

From October 1, the overpayment of taxes can actually be used to pay any taxes and penalties. Previously, it was allowed to be used only in payment of the same type of tax: federal, regional or local. Now the overpayment of tax, for example, for a land plot (goes to the local budget), can be directed towards payment of transport tax (goes to the regional budget) and so on.

Subsidies for utility bills are no longer extended

The automatic extension of subsidies for housing and utilities is terminated. In April, the government temporarily introduced an automatic extension of the subsidies, which usually only last six months. This was done so that residents did not once again visit crowded places during the epidemic. From October 1, the usual procedure for granting subsidies returns.

The period of notification about the choice of a work book is ending

Until the end of October, employers can still notify their employees that they must decide by the end of the year – to leave the usual paper labor or switch to electronic. To choose the method of doing labor, each employee must personally write a statement and transfer it to his personnel department. It was originally established that employers must notify employees no later than June 30 of this year. However, due to the epidemic, it was decided to extend this deadline until October 31 inclusive.

VAT exempt business performing social order

From October 1, private companies providing state or municipal services in the social sphere are exempted from VAT. The tax incentives will be given to organizations that carry out social orders in six areas: social services for the population (excluding inpatient care), spa treatment, palliative care, tourism, sports training and employment.
