The bill assumes that the animal cannot be transported anywhere, sold without identification and registration, explains lawyer Yuri Belous.

Irina Podgornaya, a resident of Kiev, said that she was ready to pay for her cat: “He is an ordinary one, a yard cat, but very beautiful.” Tamara Golubenko admitted: “To be honest, unnecessary spending is undesirable. But you will not get anywhere if the law is passed.” For Natalia from Kiev, the cost of registering an animal is important: “If it is inexpensive, I will register, if it is expensive, I will not register.”

“The owner is actually not responsible for the cruelty to the animal. Because if a person throws the animal out into the street, then it is impossible to understand whose it is,” – explains Alexander.
Baleen and tailed beasts can be identified by a special chip. Today the cost of such a service in the capital's veterinary clinics ranges from 150 to 500 hryvnia. Similar laws apply in the USA, Canada, Japan and the EU. Moreover, for non-compliance with the rules – a considerable fine.
