In the new draft law No. 7293, which was voted by the Verkhovna Rada of Ukraine, citizens are allowed to receive a second, and possibly a third specialty for public funds, finance.ua writes.

Previously, studying on a budget was possible only once. If a person then wanted to receive a second or even a third specialty, then, of course, no one could forbid him to do so. However, he had to study only at his own expense. Moreover, this norm applied to both higher education and studies in vocational education institutions.

Now, during the war and in the post-war period, there will be an increased demand for some specialists, as well as a decrease for others. Therefore, the deputies took care to adapt the training of specialists to the rapid change in demands on the labor market. Now, studying on a budget will be available to Ukrainians not once, but as much as they may need. The Rada adopted a law on repeated budgetary training in vocational education institutions.

At the same time, the adopted law contains a number of restrictions that will not allow Ukrainians to study continuously for budget money.

The main provisions of the adopted law :

  • Ukrainians can re-train in specialties for budget money.
  • Re-training for budget money, perhaps not earlier than 3 years after graduation in the previous specialty.
  • have at least 2 years of insurance experience.
  • Repeated study on the budget is possible only if there are vacancies after enrollment of those who study for the first time.
  • Repeated study for budget money is possible without a two-year insurance experience, as well as earlier than 3 years after the end of the previous course of study in the event that a person, for health reasons, has lost the opportunity to work in a previously acquired specialty.
  • These conditions can also be neglected if there is an urgent state order for some specialists.

In addition, the adopted law also contains a rule that prohibits not accepting a person for training due to the fact that he does not have a local registration.
