Deputies of the lower house of parliament from the “Fair Russia” faction came up with an initiative, according to which state universities in Russia should prohibit the practice of charging tuition fees. On September 16, the leader of the faction in the State Duma, Deputy Sergei Mironov, spoke about the start of work on the relevant bill.

“We are confident that if our country guarantees free access to higher and vocational education on a competitive basis, it is unacceptable for us to have more and more paid places in state universities and other educational institutions,” Mironov said. The parliamentarian also added that Spravedlivorossy consider it necessary to oblige all state universities to provide education exclusively on a free basis.
As for commercial and private educational institutions, they are free to decide on what basis to provide education, the politician noted. At the same time, he separately stressed that state educational institutions should guarantee the implementation of the norms of the current Constitution and provide education free of charge.
