The new “super powerful” iPad mini turned out to be slower than last year's iPhone smartphone

In terms of the number of central processor cores (six) and frequencies (3.78 GHz), the processors of both devices do not differ in any way. But as it turns out, Apple has cut the GPU: the processor is equipped with five GPU cores instead of six in the iPhone 15 Pro and 15 Pro Max.
