Andrey Kovalenko, head of the Center for Countering Disinformation at the National Security and Defense Council, wrote about this.

According to him, the head of the Kremlin is being pushed to escalation by Putin’s first deputy head of the administration, Sergei Kiriyenko, and Putin’s assistant, the head of the naval boards of the Russian Federation Nikolay Patrushev.

Kiriyenko, for example, who is responsible for all information operations, is trying to become the gray cardinal of domestic and regional politics. At the same time, raising the temperature will gradually turn Russia into the DPRK.
