The Ministry of Industry and Trade of the Russian Federation is developing a mechanism for subsidizing operational leasing of Russian-made agricultural machinery similar to the Affordable Rent program in the automotive industry, deputy head of the department Alexander Morozov told reporters on the sidelines of the Russian Agrotechnical Forum on Monday.
According to him, it is planned that producers of agricultural machinery equipped with Russian telematics equipment will be able to use this program.
“We are preparing this event, and we are going from the client: we need to make it profitable (for the end consumer), on the one hand, to take such equipment for short-term lease, on the other hand, the leasing company should receive the necessary turnover and profit from this. We will make the calculation, and I think you will see all this in the normative act that we will be preparing, “Morozov said, without specifying the size of the discount under the planned program and the amount of its financing.
According to him, the preparation of such a mechanism is more complicated than the “Affordable Rent” operating leasing program already launched in the automotive industry. The latter was launched in July and involves subsidizing leasing companies with a 25% discount on the advance payment under a domestic car operating lease agreement. The volume of this program for 2020 is 2.5 billion rubles, within its framework, it is planned to sell 14 thousand cars for, in particular, the renewal of car-sharing parks.
“We have no instructions, this (a new program for operating agricultural machinery) is our initiative. We will try to do it as soon as possible. The question is that there is a very wide range of equipment nomenclature, very different. For example, a combine and a small tractor are different prices, different cycles of use. There are a lot of consumption models, very different costs. We all now consider this, we will reverse the whole thing and prepare the calculations. I think it will all take a couple of months for sure, “Morozov said, adding that the upcoming program in 2021 “will work absolutely exactly.”
In turn, the head of Rosagroleasing, Pavel Kosov, told reporters that the mechanism for operating agricultural machinery could be implemented on the basis of the company's machine-technological stations.
“When we started discussing this topic with colleagues from the Ministry of Industry and Trade, we proceeded from the fact that we have our own program for creating machine-technological stations. This is not the sale of equipment, this is the provision of certain types of services by equipment that are in demand in different regions. Basically, of course, these are energy-intensive tractors, combines, as well as everything related to trailed and mounted machinery for all types of agricultural work. It seems to me that the program to compensate for part of the rental costs is based on this story, ” Kosiv.
Rosagroleasing belongs to the state. In 2019, he delivered agricultural machinery to farmers for 25.5 billion rubles, which is 62% more than a year earlier. Agricultural producers received more than 7 thousand units of machinery and equipment.
In early September, Kosov announced that Rosagroleasing in 2020 could increase the supply of agricultural machinery to agrarians up to 40 billion rubles. instead of the planned for the year 30 billion rubles.
The company works with 200 factories. The range of supplies includes more than 10 thousand different types of agricultural machinery.
