The Ministry of Foreign Affairs plans to launch the “e-Consul” information and communication system, which will make the agency's services more accessible to Ukrainians abroad. The Cabinet of Ministers adopted the relevant resolution, and the system itself is already being tested.
The press service of the Ministry of Foreign Affairs of Ukraine wrote about this on August 22.
As of August 2024, the Ministry of Foreign Affairs has already created a digital a platform on which the updated electronic queue, electronic offices of the applicant and the consul, automated pilot services in the field of notary, issuing certificates, etc. are tested in closed mode.
The government's decision was the result of the systematic work of the Ministry of Foreign Affairs on digitalization and modernization of consular services and created a number of new opportunities. Specialists of the Ministry of Foreign Affairs are already working on implementing them as soon as possible. The modernized e-Consul system will make the services of the Ministry of Foreign Affairs more accessible and faster for more citizens of Ukraine abroad, – stated the Minister of Foreign Affairs, Dmytro Kuleba.
Some consular activities will be entirely onlineand it will not even be necessary to go to the consular department. Others will be able to be carried out much faster and easier, because documents will be pulled from state registers automatically. All this in a complex will demonstrate a new quality of the state's attitude to the needs of citizens, will contribute to unity, preservation of ties and development of the Ukrainian global community.
And although the Ministry of Foreign Affairs has attracted the maximum of available resources, having performed more than 2 million consular actions in 2022-2023 by the forces of actually 300 consuls, the demand for receiving consular services remains extremely high and objectively exceeds possibilities of consular services of most countries of the world, – wrote in the department.
It is also reported that the ministry continues to work on connecting the system to state registers and information bases. The Ministry of Foreign Affairs says that this will reduce the operational time of providing services to citizens by 30-80%, depending on the type of service.
The system is expected to be operational this year. Currently, it is undergoing the necessary security checks, testing for the presence of vulnerabilities, the strength of data encryption algorithms, and resistance to peak loads.
