The Ministry of Economic Development plans to track the share of small and medium-sized enterprises (SMEs) that accept payments through the Rapid Payments System (FPS), the press service of the Ministry of Economic Development told Interfax.

“The Ministry of Economic Development plans to constantly monitor the share of trade and service SMEs connected to the UBS and paying a commission in the amount or less than 1% of the total number of trade and service SMEs,” the ministry representative said.

As the press service explained, the Ministry of Economic Development, as part of the development of a passport for the federal project “Creating conditions for an easy start and comfortable doing business”, proposed to take measures to reduce the commission for acquiring. According to the ministry, this is a barrier to entry into business.

“Based on the results of the discussion, it was decided to include in the national project the measure proposed by the Central Bank to ensure the possibility of making payments with a commission of no more than 1% by SMEs using the Bank of Russia Fast Payment System for paying for goods, works, services, including using QR codes through credit organizations “, – reported in the press service of the Ministry of Economic Development.

At the moment, for trade enterprises, the commission for payment through the SBP using a QR code is no more than 0.7%.

As reported, a large-scale discussion of high tariffs for bank acquiring began in February 2019. Then, at the Delovaya Rossiya forum, entrepreneurs turned to Russian President Vladimir Putin with a complaint about the high commissions of banks for the ability to accept payment by card. Putin instructed the Central Bank and the government to prepare proposals on the possibility of reducing commissions.

As a result, after lengthy discussions with representatives of business and banks, the Russian government recognized it as inexpedient to introduce government regulation of the size of commissions when making payments for purchases in trade organizations using bank cards. Then the parties agreed to reduce commissions on operations for retail outlets in certain industries.

The Central Bank also repeatedly recommended that businesses pay attention to accepting payments through the Fast Payments System by scanning a QR code by a buyer. The commission for retailers with this payment method is several times lower than with classic card payment.
