The White House National Security Council said it was not surprised by the Kremlin's decision to change Russia's nuclear doctrine. They emphasized that they do not intend to change the readiness of their own nuclear forces, Reuters reports.
“As we said earlier this month, we were not surprised by Russia's announcement that it would update its nuclear doctrine; Russia has signaled its intention to update its doctrine within weeks,” the White House said.

Recall that Russian dictator Vladimir Putin signed a decree on November 19 to change Russia's nuclear doctrine. It stipulates that the basis for a nuclear strike could be “aggression against the Russian Federation and its allies by any non-nuclear state with the support of a nuclear state,” as well as a massive air attack by non-nuclear means, including drones.
