The International Atomic Energy Agency (IAEA) on Tuesday released a report on radiation safety in Ukraine, which confirmed that Russia had placed “military personnel, vehicles and equipment in various locations of the Zaporozhye NPP, including several military trucks on the first floor of the turbine halls in power units 1 and 2”

The IAEA mission also recorded the presence of the Rosatom expert group, which, as the Russian side told them, ” ;gives advice on nuclear safety, security and actions to the ZNPP management".

"The IAEA believes that the presence of senior technical personnel of Rosatom" can lead to interference with the normal work of operational management and create potential friction in the decision-making process”, – noted in the report.

It is also mentioned that the presence of Russians at the Zaporizhzhya NPP had a negative impact on the Ukrainian personnel of the plant, who are in “extremely stressful conditions.”

In its recommendations, the IAEA calls for an immediate cessation of any shelling of the plant in order to avoid further damage, for which the “consent of all relevant parties” is required. At the same time, it is not indicated who exactly is carrying out the shelling.

The experts also call for the removal of “all vehicles that can interfere with the operation of security systems and equipment” from the territory of the ZNPP, as well as the creation of proper working conditions for personnel.

A separate recommendation concerns the “immediate establishment of a nuclear protection zone”; around the Zaporozhye NPP, in which the IAEA is ready to help.

“The situation in Ukraine is unprecedented. For the first time, an armed conflict is taking place on the territory of a large nuclear installation,” the report’s conclusions emphasize, where the threat of a potential nuclear conflict is noted.
