In Chile it is believed that the constitutional agreement should be “before Christmas” after the arrival of new proposals at the dialogue table.

Chile is still waiting for the political class to reach an agreement to move towards a new Constitution, while fears grow about a possible extension of the discussion.

Earlier this week the leader of the Unión Demócrata Independiente (UDI) party, Javier Macaya, was asked if November would be the time to settle the future constitutional agreement. The politician responded that “if rushing means doing things wrong and making the mistakes that were made in the previous process, I prefer not to reach an agreement in November”

Macaya's words are They were extended after the government party proposed a “Constitutional Council” with 99 representatives including 9 reserved seats. This would only have 5 months of operation.

The ruling party also proposed that the representatives of this council be elected from closed regional lists under a “zebra” method, that is, with gender parity. The elections would be at the end of March with compulsory voting and the exit plebiscite would be at the end of next year.

Although the possibility that the agreement will be reached in November has not been completely ruled out, some already think that the deadlines have been extended until “before Christmas”. This is because the debate “regressed” after two additional proposals to those of the ruling party and the opposition were included at the discussion table, which proposes a body of 50 people similar to the Senate.

The deputy, Raúl Soto, maintained that what has been agreed “is to set up a technical, transversal working group of all the parties with parliamentary representation that are at the table to fine-tune the details regarding gradually approaching positions of these different proposals, especially in the electoral aspect”.

Chile's President, Gabriel Boric, made a call not to delay the dialogue on the constitutional agreement.

On the possibility that the constitutional agreement will be in December, the representative of the Radical Party, Tomás Lagomarsino, stated that “it probably won't be in November, but we hope it can arrive at Christmas. We had an initial itinerary that I would say had a significant degree of consensus that allowed us not to run into the municipal and GORES elections, which are in 2024. I think that as these are in October, despite the fact that we can enter in the first months of the year 2024, we are still not going to interfere.”

Boric's endorsement

The President of Chile, Gabriel Boric, supported the pro-government proposal and announced his intention so that the agreement does not continue to be delayed. “I support the agreement reached by the pro-government benches with the Christian Democracy (DC), it seems to me that it is an important effort to bring positions closer also with the sectors of the right, I hope that this agreement does not continue to be delayed.”

< p class="paragraph">Boric called on the representatives who campaigned to reject the proposal of the Constitutional Convention, and who promised a new process, to “take responsibility for that promise”.
