There are no sanctions against the Russian oligarch Vladimir Lisin, whose tankers export oil products to the EU, violating bans.

The journalist noted that Lisin is the richest businessman in the Russian Federation according to the Forbes rating of 2022.

The oligarch successfully mastered the simple – namely, how to supply oil products to Europe, bypassing the ban on Russian tankers to enter the ports of the EU countries.

So, since April, the EU has introduced a "ban" for ships flying Russian flags for the use of European ports. But this is what the investigation of our Maxim Savchuk revealed:

Oil tankers of the Lisin company regularly come close to one of these European ports – port of Constanta in Romania. And there, in the neutral waters of the Black Sea, oil and oil products are reloaded onto ships already under the flags of European countries, which then carry it to the EU countries – for example, to Greece.

Journalist of “Schemes” I watched the monitoring service Marine Traffic for a long time, fixing such examples of systemic circumvention of the EU restriction by Lisina.
