Study or internship: the Cabinet of Ministers allowed students aged 18 to 22 to go abroad

The authorities allowed male students aged 18 to 22 to go abroad to study at foreign educational institutions for one semester as part of educational academic mobility. Radio Maximum reveals the details of the new law.

On April 2, the Cabinet of Ministers adopted a resolution “On Amendments to the Rules for Crossing the State Border by Citizens of Ukraine.” This was reported by the press service of the Ministry of Education and Science.

From now on, male students will be able to cross the border during martial law, provided that they:

  • aged from 18 to 22,
  • not subject to conscription for military service during mobilization;
  • study full-time in higher education institutions of Ukraine of state or communal ownership and obtain a bachelor's degree (master's degree in medicine, pharmacy or veterinary field);
  • are participants in educational academic mobility;
  • go to study in foreign educational institutions for one semester.

It is also noted that to cross the border to study on academic mobility programs, students must have:

1. A certificate from a Ukrainian university regarding the referral of a program participant to study in a foreign educational institution;

2. According to the results of the last two semesters (semi-annual), the absence of negative grades and facts of retaking tests and exams;

3. Confirmation of the level of knowledge of the language of teaching in a foreign educational institution;

4. A copy of the agreement on academic mobility, certified by an educational institution of Ukraine;

5. e-ticket of a student verified by means of the “Diya” portal;

6. Military registration documents with the appropriate markings of district, city TCC and social support.

Ukrainian male students studying in foreign universities faced the problem of going abroad in the fall of 2022. At that time, there were whole queues of students who were not allowed out of Ukraine at the checkpoints, despite the fact that they had all the documents about studying in other countries. men aged 18 to 60 are prohibited from leaving during martial law, and students are not included in the list of exceptions to this rule, which is prescribed by law. At the same time, lawyers stressed that such a situation is controversial and may violate the right to education enshrined in the Constitution of Ukraine.
