    By order of the president Pedro Castillo and the then minister of Housing Geiner Alvarado, a group of senior officials from the Ministry of Housing presented to friends of the president a public works plan for more than S/2 billion on August 20, 2021, in a meeting held in a house in Surquillo.< /p>

    According to “Fourth Power” reported, the group was made up of the head of the advisory cabinet of the Ministry of Housing, Salatiel Marrufo; the then Deputy Minister of Housing, Elizabeth Añaños; and the budget director of that portfolio, Jackeline Castañeda.

    They were received by the businessman and owner of the Breña house where Castillo held non-transparent meetings, Segundo Sánchez; the mayor of Anguía, José Medina Guerrero (preliminary detention for 10 days); and businessman Abel Cabrera, who asked if it was possible to add more works to the plan.
