The Queen of Great Britain Elizabeth II during lifetime gave Prince Andrew her blessing to use the title "His Royal Highness"  privately. The Telegraph reports this with reference to sources.

According to the publication, the Duke of York managed to obtain permission from the Queen to use the title after numerous private conversations. As The Telegraph clarifies, Prince Andrew did not get the opportunity to use the title until the death of Elizabeth II, and now his fate is in the hands of King Charles III, with whom the prince has “a completely different relationship.”

Prince Andrew was stripped of his royal titles and duties in May 2020 after his close relationship with American financier Jeffrey Epstein, who was accused of sexually abusing minors, became known. Earlier, The Telegraph wrote that Prince Harry was the first member of the royal family to publicly condemn Prince Andrew accused of sexual abuse.
