That there are more than 500 cases of Covid per 100,000 inhabitants, that the positivity is greater than 10% and that the ICUs are above 35% occupancy. Localities whose population exceeds 100,000 inhabitants that meet these three requirements will be confined to the perimeter to control the advance of the virus, as decided by the Ministry of Health this week. Starting this weekend, the entire city of Madrid and nine other municipalities in the region – Alcalá de Henares, Alcobenda

s, Alcorcón, Fuenlabrada, Getafe, Leganés, Móstoles, Parla and Torrejón de Ardoz- are perimeter confined. This means that you cannot enter or leave these areas except for essential trips that must be justified, such as going to work, going to the doctor, treating people who need it, or carrying out bureaucratic procedures that cannot be postponed. The meetings are limited to six people as well as the capacity of educational centers and academies, sports facilities and religious celebrations. Bars and restaurants will not be able to serve at the bar, they will reduce their capacity by half and will close at 11 pm at the latest. In the rest of Spain, immersed in the second wave of Covid-19, numerous municipalities have suffered perimeter confinements under different names, or have temporarily returned to phase 1 or phase 2 established during the de-escalation to try to bend their contagion curves. A situation that changes from week to week as the data evolve.

Perimeter confines

As in Madrid, the localities in which perimeter confinement has been decreed until now, their neighbors can only go in and out to go to work, receive health care, care for dependents or for other justified reasons. The limitations on the number of people that can meet or on the capacity of the hotel industry, sports facilities and other services varies according to the autonomous community.

Residents can circulate within their confined municipalities, although all non-essential travel and activities are discouraged.

The first two perimeter confinements since the end of the state of alarm occurred in the Segrià region, in Lérida, due to outbreaks associated with the work of seasonal fruit workers, who also put Aragon on the ropes. If the Generalitat of Catalonia decided to confine Lleida on July 4, the next day the Xunta de Galicia announced the closure of the A Mariña region, in Lugo. Since then, several municipalities have adopted this measure to reduce infections. Some localities that were already confined to the perimeter have once again resorted to this measure when registering a new increase in infections. Valladolid

) will follow another week in confinement, which will be their third consecutive since September 19, and the fifth if the other fifteen days of confinement they suffered in early August are added. Peralta (Navarra) began its perimeter confinement on September 24, a measure that the Government of

Navarre

extended this week to its neighbors Falces and Funes by registering a cumulative incidence in the last 14 days that exceeds 1,000 cases per 100,000 inhabitants. Despite having been confined to the perimeter for more than three weeks, Ejea de los Caballeros (

Saragossa

) has not been able to reduce its numbers of infections. The residents of Sotillo de la Ribera (Burgos), who have just come out of a two-week confinement, have succeeded. Aranda de Duero, in the same province, was confined from August 7 to 21.

More restrictions in Ibiza

decided to confine only the neighborhoods with the most cases on the perimeter. After reopening the Son Gotleu neighborhood of Palma de Mallorca last week, the Balearic Government lifted this Friday the confinement of the Arxiduc Lluís Salvador and Plaza de Toros (Architect Bennàssar) neighborhoods, that is, free movement is allowed from other residents in those neighborhoods, but the hourly limitations for bars continue (closing at 10 pm), which will continue for seven more days. Also this Friday the total reopening (and without any restrictions) for Sant Antoni, in Ibiza, has been announced, given the favorable evolution of the health figures. Phase reversals

Extremadura, where there are currently nine localities with restrictions, is one of the communities that has chosen to decree phase reversals. In the case of Badajoz city, it was decided to decree exceptional measures that will be lifted this Sunday at 0.00 hours after being in force since September 21. The exceptional measures are, in practice, quite similar to the return to Phase 2 although the Extremadura Government maintains that technically they cannot be called the same way,

Thus, in the capital Badajoz no more than 10 people can gather, open-air wakes cannot exceed 25 people and in closed spaces, 15; places of worship and venues where weddings, communions or baptisms are held will have a capacity of 50% of their capacity; in the commercial premises, the capacity inside will be less than 40%, and the common areas of the shopping centers may not exceed 30%; the markets reduce their capacity to 30%; in the hotel and restaurant industry, it cannot be consumed at the bar but at tables, with a capacity of 40% indoors and 45% on the terraces; Libraries, theaters, cinemas or auditoriums will operate with a third of their capacity. Region of Murcia,

which has also chosen to re-establish the conditions of phases 1 and 2 as a shock measure, decreed on September 28 that Totana would return to a more flexible Phase 1, as happened in July. The town has a cumulative incidence rate of 1,155 cases per 100,000 inhabitants in the last seven days. has decided to limit meetings to a maximum of 10 people if they are not living together as of October 3, the reduction of capacity in hotel and religious facilities and the closure of sports facilities for the following 14 days.

Red traffic light in the Canary Islands

The Government of the Canary Islands has opted for a color system that divides its islands between those with a green traffic light (they have general prevention measures in force) or red (with specific prevention measures).

Tenerife, Gran Canaria, Fuerteventura and La Gomera currently have a red traffic light

, while in Lanzarote, La Palma and El Hierro it is green. The requirements for the red traffic light to be activated are to exceed 100 cases per 100,000 inhabitants in the accumulated incidence in the last 7 days; have more than two sporadic cases and an increase in the last 7 days of 10% compared to the average of the previous two weeks. In those cases, non-occupational day centers are closed, events or mass events are not allowed (with some exceptions in cultural activities) since only 10 people can meet, the hotel and catering establishments close at 12 at night and cannot accept new customers from 23 hours.

Catalonia

For its part, the Generalitat of Catalonia extended last Thursday until October 15 the measures decreed in Girona and Salt, Manlleu, Vic, a score of municipalities in the La Noguera region as well as in Barcelona and a dozen municipalities in its area metropolitan (Viladecans, El Prat de Llobregat, Sant Joan Despí, Sant Boi de Llobregat, Cornellà de Llobregat, Sant Just Desvern, Esplugues de Llobregat, l'Hospitalet de Llobregat, Montcada i Reixac, Santa Coloma de Gramenet, Sant Adrià de Besòs Castelldefels and Gavà). Until October 8 these measures will be in force in several municipalities of the Vallès Oriental (Granollers, Canovelles and les Franqueses del Vallès) and until the 9 in La Cerdanya. In all these localities, meetings of more than six people are prohibited, as well as consuming food or drinks in public spaces. In religious events, the capacity is restricted to half, as in sports facilities and in bars and restaurants, which must ensure at least two meters of distance between tables on their terraces. In addition, it is recommended that citizens only go out to go to work, to the doctor, to shop or to do business and to order food at home instead of going to restaurants.

Galicia

other than people who live together, a measure that is added to others already implemented such as the reduction of capacity by half throughout the city and others specific to the O Couto neighborhood, where it is only allowed to consume on the terraces of bars and coffee shops. Likewise, new generic restrictive measures have been imposed in Cambados and Ortigueira, such as those that are active in Santiago, Milladoiro (Ames), Vilagarcía, Vilanova, Meis, Sanxenxo, Poio, Pontevedra, Marín, Lugo, O Barco and Verín.

Andalusia

Also the Junta de Andalucía has published this week new restrictive measures for the towns that present more infections, among which are the closure of clubs, markets or parks, the reduction of capacity by half and the prohibition of visits or outings to the users in residential socio-health centers. The town of Casariche (Seville) is the only one in Andalusia that now has active mobility restrictions, since entry and exit from it is not allowed except for the usual exceptions.

Castilla la Mancha

In Castilla-La Mancha, the monitoring of infections is done through packages of measures divided into three levels (level 1, 2, and 3). This week, the Ministry of Health, through the Provincial Delegation of Health in Toledo, has decreed special level 3 measures in the town of Fuensalida and has extended the level 3 measures in Illescas and Yuncos, while maintaining the level measures 2 in Seseña and Ugena. In localities with level 3 measures, retirement homes and recreational and cultural centers are closed; the hotel and catering establishments cannot serve at the bar and can only reach 30% of their capacity. On the terraces, this reduction is 50%.
