This process began on September 1 with the call to Venezuelans who entered Ecuador through an authorized passage, but registration will be extended to foreigners of other nationalities. While Venezuelan citizens who have irregularly entered the country will be able to register from February 17, 2023.

The Ministry of Foreign Affairs of Ecuador, which promotes this process with the support of the Ministry of Economic Inclusion and Social and the General Directorate of Civil Registry, Identification and Documentation< /b>, estimates that more than 352,000 Venezuelans will benefit from registration and amnesty.

The regularization process consists of three steps that applicants must complete online and in person. The first is the registration to obtain the Certificate of Immigration Permanence, then they must carry out the visa application process at the Ministry of Foreign Affairs and Human Mobility and, finally, they can carry out the identification process, to obtain the document of identity, in the General Directorate of Civil Registry, Identification and Documentation.

The three steps to obtain amnesty are already enabled and began on September 1 (registration), on 1 October (regularization) and November 1 of this year (identification).

According to official data, revealed by the media outlet Primicias, of the more than 85,100 registered Venezuelans, only 10.3% have a formal job. 47.2% do not have a formal job, that is, under a contract, and the remaining 42% did not give details of their employment situation.

Of the Venezuelans who barely 35% work earning the minimum wage of $425 or more. Most are in sales, customer service or assisting with food preparation.

41% of those registered did not specify whether they have a profession, but according to the local newspaper “also thousands of professionals in administration, social, physical, biological sciences, industries , education, engineering, health, law, architecture, arts and communication technologies.”
