Resource companies will reimburse the losses caused to the indigenous peoples of Russia on the basis of a special agreement. The corresponding decree was signed by the Prime Minister of the Russian Federation Mikhail Mishustin.
“Previously, losses to indigenous peoples were reimbursed on an individual basis. The procedure for drawing up agreements has not been regulated,” the statement posted on the website of the Russian government says.
Most of the indigenous small-numbered peoples of Russia live in the North, Siberia and the Far East – in regions where natural resources are actively developed. The extraction of hydrocarbons, gold, silver, diamonds, platinum, ferrous and non-ferrous metals is accompanied by the alienation of territories and negatively affects the usual way of life of the local population, the report says.
“The decree will ensure the right of indigenous peoples to compensation for damages,” it says.
The agreement will be concluded between the organization and the regional council of representatives of indigenous peoples at the initiative of one of the parties. When preparing a document, it is allowed to attract specialists to carry out research work.
“By agreement of the parties, the document may include provisions on compensation for harm caused to property of citizens, real damage and lost profits,” the statement explains.
The draft agreement is subject to public discussion, based on the results of which a set of comments and proposals is drawn up and sent to the parties for consideration. Within five days after the conclusion of the agreement, the council of representatives of indigenous peoples informs the regional government about this, and it publishes the document on its official website.
