The Special Team of Prosecutors against Corruption of Power requested this Monday 36 months of impediment to leave the country against the first lady Lilia Paredes Navarro. The request was presented before the preliminary investigation judge Raúl Justiniano.

The same measure reaches Walter and David Paredes Navarro, brothers of the wife of President Pedro Castillo, and Hugo Espino, the young businessman who was released on Friday after accepting the sincere confession and giving his testimony about his role in the alleged criminal network led by the president.

El Comercio had access to the tax requirement. The first lady is being investigated for the alleged crimes of criminal organization and aggravated collusion.

The special team, led by the superior prosecutor Marita Barreto, considers that the president's wife was the coordinator of this criminal group entrenched in the highest positions of the Executive Power and dedicated to the delivery of public works in a fraudulent manner.

Furthermore, said team emphasizes that she kept the president abreast of each of the illicit steps taken by this criminal group.

Paredes' role would have been to be the visible face of the organization, which the Special Team has called the “Criminal Network in Power.” His position in the organizational chart was only below the Ministers of State and President Castillo.

This is the structure of the criminal organization that would be led by the head of state of according to the investigations of the Public Ministry.

Through the president's wife, the members of this alleged criminal network coordinated the preparatory acts for the management of public works, says the prosecution, and it was Through her, visits to the Government Palace were made.

Her younger sister Yenifer Paredes had a different role, who, for the representatives of the Public Ministry, fulfilled the role of lobbyist: she was the one presumably he captured the different mayors with the purpose of offering them speed and viability in their construction projects that needed funds approved by the Executive.

This Tuesday, the Judiciary resumes hearing on the request for preventive detention against Yenifer Paredes. Wednesday will be the hearing of the mayor of Anguía.

In exchange, the companies in the surroundings of Castillo's sister-in-law were chosen to prepare the technical file and subsequent execution of the public works, as is the case of the front companies of the brothers Hugo and Anggi Espino Lucana.

Regarding the first lady, Castillo assured last Friday that she was willing to hand over her passport “in the next few hours” as a demonstration that she was not going to leave the country.

“She is not going to leave the country at any time and she has to submit, not only to justice, but also to prove her innocence,” said the president. However, at the end of this note, the passport was not delivered.

Espino's word

The Special Team supports its request with testimonies from various effective collaborators, protected witnesses, reports from the FIU, the different elements found in the home of Yenifer Paredes such as stamps from municipal and judicial authorities and minutes of sessions from different municipalities.

Above all, it has been Espino's sincere confession that has made it possible to delimit the alleged participation of Lilia Paredes, as well as that of her two brothers, Walter and David.

In fact, in one of his testimonies, Espino points out that he met on August 8, 2021 at the Government Palace with Yenifer Paredes and the first lady. There, the president's sister-in-law told him that they needed a cell phone chip in the name of a third person so that it would be used for the illicit coordination of Lilia Paredes, who was afraid of being suckered.

In total, works for more than S/6 million would have been directed in the Anguía, Chachapoyas, Chadin and Cajatambo municipalities. All under the leadership of the first lady, according to the tax investigation.

The other brothers

For the prosecution, the Paredes brothers had an active participation in this scheme of corruption and money laundering. In the case of David, for example, it is indicated that he would have tried to use the company Destcon Ingenieros & Arquitectos S.A.C (founded in April of last year by Anggi Espino but managed by his brother Hugo) to prepare the technical file for a water and sanitation project in two population centers of Succha Chonta and La Palma, both in the district of Chadín (Chota) in September of last year.

According to the prosecutor's investigation, Espino and David Paredes would have met that month in the city of Tacabamba to finalize details on the delivery of the technical file to the municipality of Chadín, whose mayor is César Castillo Cabrera.

< p itemprop="description" class="story-contents__font-paragraph">As a result of the meeting, the brother of the first lady transferred 70 thousand soles to the young businessman to speed up the preparation of the technical file and discuss the delivery of the “ tithe” they would earn from the award of those two projects in Chadin.

As is public, last month, the Sunday “Fourth Power” released a video, from September of last year, where the president's sister-in-law is seen together with Hugo Espino and Mayor Castillo Cabrera in the town of Succha Chonta offering a water and sanitation works. This newspaper was later able to confirm that the same project was offered on La Palma. In those days, Espino and Yenifer Paredes denied that they had been behind favoring a specific company.

As for Walter Paredes, the Special Team indicates that he deposited 20 thousand soles to Hugo Espino for the preparation of the technical file also in Chadín through the his sister's company. The payments were made on October 26 and 6 of last year, according to a report from the FIU to Espino's accounts.

The funds, Espino said in his sincere confession, “would come from Mrs. Lilia Paredes Navarro, since Mr. David mentioned to me that he would discuss the financing with that person.”

In fact, when the Espinos' properties were raided, the prosecution found the contract for the preparation of the technical file, an electronic invoice in the name of Anggi Espino's company and Report No. 003- 2022-MDCH/SGI-JAMC (project technical file). This has been included as the elements of conviction that the project was directed.

For Lilia Paredes, the Public Ministry estimates that she would receive a sentence minimum of 15 years in effective prison for the alleged crimes of criminal organization and aggravated collusion. In the case of the brothers Walter and David, it could be a minimum of 23 years considering that, in addition to criminal organization and aggravated collusion, they laundered assets.
