With the start of a full-scale war in Ukraine, men aged 18 to 60 are prohibited from traveling abroad.
Until February 24, 2022, many Ukrainian men were outside Ukraine — some returned, and some did not.

In particular, he said that today responsibility for failure to return to Ukraine during martial law has not been established.
"Today there is no such responsibility. MPs are trying. There were several bills that aim to introduce responsibility for not returning men to Ukraine”, — said the lawyer.
Kravets added that the introduction of such a law will not comply with the norms of the Constitution of Ukraine.
"As for attempts to force men to return, in fact This is not only a violation of the Constitution, but also a violation of logic. After all, the flow of finance to Ukraine from guest workers begins to exceed earnings from exports”, — Kravets noted.
That is, today in Ukraine there is no administrative or criminal liability for the failure to return men who left before February 24, 2022.
Kravets also notes that the introduction of certain fines for men, which will be returned — this is a violation of the Constitution and human rights.
