The incident took place in the maximum security penal colony No. 2, which is located in the urban-type settlement of Shamkhal. The prisoners hatched an escape plan for more than a year. All these days they dug a tunnel, which reached a fairly large size. The jailed prisoners had to serve serious sentences: from eight to 15 years. Two of them went to jail after committing a murder.

Earlier, the State Duma of the Russian Federation supported an initiative that would oblige operators to block cellular communications in places of detention.
