Elections 2022: Comptroller reveals that less than 5% of candidates presented a Sworn Declaration of Interests

Until Friday, September 2, the candidates for the Regional and Municipal Elections 2022 have a deadline to submit their Sworn Declarations of Interest (DJI) of a preventive nature to the Comptroller General of the Republic.

According to the supervisory body, to date, more than 3,300 applicants have registered their declarations and, consequently, have complied with what established in Law No. 31227.

There are more than 75 thousand 800 candidates reported by the National Elections Jury (JNE) To fulfill this obligation, those who have already been authorized by the Comptroller in their DJI system and must comply with submitting their declaration according to the established schedule.

Considering this figure, the DJIs presented so far represent 4.4% (3,352) of the total enabled, so the Comptroller's Office called on all candidates nationwide to comply with this obligation.

DJI registration and submission

Applicants must register and present their DJI preventively through the System of Sworn Declarations for the Management of Conflicts of Interest (https://appdji.contraloria.gob.pe/djic/) and for this there are two options:

  • Digital signature:Candidates who have a digital signature must make use of it in a mandatory manner through an electronic DNI digital certificate. If you sign the tax return using the digital signature and sending it through the system, your presentation ends.
  • Handwritten signature:Candidates who do not have a digital signature may exceptionally use a handwritten signature, once the preventive DJI is registered in the SIDJI. The physical presentation must be made in printed format, duly signed with a handwritten signature and in original, with a complete barcode, in a sealed envelope, and attached to a cover letter.

The DJI of a preventive nature with a handwritten signature can be presented individually or in groups at any table from the headquarters of the Comptroller or the 196 Institutional Control Bodies (OCI) of provincial municipalities at the national level.

For the Office of the Comptroller, compliance with this commitment will contribute to transparency and citizen information by those who seek to be elected to occupy positions of governors, lieutenant governors, regional councilors, mayors and aldermen.

In said document, the candidates must inform about their personal ties family, economic, labor and financial, in order to avoid conflicts of interest that could affect the performance of potential authorities.
