There will no longer be a Russian language in educational institutions of Nikolaev.
This decision was made on Friday, June 17, by the executive committee of the City Council, said member of the committee Ekaterina Stokolias-Litvinenko.
The ban, which will take effect from 1 September, will apply to all communal schools.
"No extracurriculars, courses, junior classes with Russian language of instruction and design of the educational environment. Finally! Thanks to all colleagues!" — said a member of the executive committee.
It should be noted that the adopted decision contradicts both the Constitution and and a number of laws of Ukraine, in particular On education","On complete general secondary education", "On ensuring the functioning of the Ukrainian language as state” and local self-government , according to the publication Dumskaya.
First of all: the state guarantees persons who belong to the national minorities of Ukraine, the right to education in communal institutions in the language of the respective minority (we are talking about kindergartens and lower grades). In addition, representatives of these minorities have the right to study their native languages in state, municipal and corporate educational institutions.
Educational programs are approved by the pedagogical councils of educational institutions. They same make a decision on the introduction of optional courses, electives, etc. forms of education.
The competence of local governments does not include the management of the educational process in schools and kindergartens.
Thus, the executive committee of the Nikolaev City Council clearly exceeded its authority.
