Six congressmen are running for the Presidency of Parliament

As El Comercio had anticipated, neither the opposition nor the benches close to the Government were able to reach consensus to present single lists and at the close of the registration period, this Sunday at 10 in the morning, six candidacies were presented with a view to the Presidency of the Congress , demonstrating the high degree of fractionalization in Parliament.

The candidates are José Williams Zapata (Avanza País), Luis Aragón (Popular Action), Carlos Zeballos (Integrity and Development), José Balcázar (Perú Bicentenario), José Elías (Podemos), Guido Bellido (Free Peru).

The Congress informed that according to the date and time of its inscriptions, the order of the lists was established:

  • List number 1: José Luis Elías Ávalos (Podemos Perú/Somos Perú)
  • List number 2: Guido Bellido Ugarte (Perú Libre)
  • List number 3: Luis Aragón Carreño (AP/Teachers' Bloc of National Agreement)
  • List number 4: José María Balcázar Zelada (Perú Bicentenario)
  • List number 5: José Williams Zapata (Avanza País)
  • List number 6: Carlos Zeballos Madariaga (Integrity and Development)

One of the last to register, almost at the end of the term, was legislator José Williams Zapata.

What is the step by step of this election?

According to article 112 of the Internal Regulations of the Congress, the election of the Board of Directors of the Congress is carried out according to the following rules:

a) After reading the lists of candidates, the Board of Directors invites two members of Congress to act as tellers and monitor the normal development of the electoral act. The scrutineers will sign the ballot papers and they will be immediately distributed. Then, the session is suspended for a few minutes so that the congressmen fill out their ballots.

b) Once the session has restarted, the person leading the debate (Martha Moyano, after Lady Camones' censorship) casts her vote in the amphora, then the other members of the outgoing Board of Directors and the counting congressmen will do so, and immediately they will be invited to the other legislators to deposit their ballot papers, ordering that they be called by their last name in alphabetical order.

c) The call to vote is over , the scrutiny is carried out, vote by vote, reading each card.

d) After the count, the candidate who has managed to obtain a number of votes equal to or greater than the simple majority of concurrent congressmen is proclaimed.

Congressmen must cast their vote in the amphorae installed in the center of the hemicycle/

If no applicant obtains a simple majority, a second vote will be held, following the same procedure between the two candidates with the highest number of votes, proclaiming the winner the one with the most support.

e) Then, the winning congressman swears in the congress and assumes his duties immediately. The new head of Congress will do it before the president of the Table in charge of the process and the rest will do it before the new President of Congress.

f) The result of the election is officially communicated to the President of the Republic and to the heads of the Supreme Court of Justice, the Constitutional Court and the National Elections Jury. Also to the National Prosecutor, Ombudsman and the Regional and Provincial Municipalities.
