This is normal, the villain was regularly cited in season 1, which lets us think that the authors have a very specific idea behind their heads for a few months now.

A description far from the image of the ultimate villain that one could imagine? Yes, and that's normal. In the comics, her treatment is much more subtle and reveals a softer / calm side of the character, to the point of seeing her begin a love affair with Kate Kane. And while it's true that this plot has been tweaked in the Arrowverse series for Alice's benefit, it's not foolish to expect to see her undergo a new onscreen twist next year.

After all, now that Ruby Rose (Kate Kane) has left Batwoman, the writers could logically use Ryan Wilder to bring that romance up to date. And when we remember that Alice seems scared by this famous Safiyah, at the same time we can expect some exciting tensions to follow.
