< b>The head of the Ministerial Cabinet, Aníbal Torres, spoke this Thursday the 7th about the debate for the return to the bicamerality in the Congress of the Republic and pointed out that if this is to be modified, the people must be consulted.

During the XIX Decentralized Council of Ministers in the Cajamarca region, he recalled that citizens voted against the return of the bicameral parliament in a referendum in December 2018.

“At this moment in the Legislative Power they are debating the return to the bicameral system. Well, gentlemen, the people have already ruled on that, they said in a referendum no to the bicameral system, no to re-election. Therefore, the constituted power cannot do the opposite of what the people say”, he expressed.

“If you want this to be changed, you have to consult the people, the holder of power, because otherwise you are usurping a power you don't have. Is it difficult to understand that? It's not difficult, anyone with common sense realizes that things are like that”, he added.

In that sense, Torres Vásquez emphasized that “the people are the owners of power”and that the legislators are his “representatives” who must make him participate in the debates and decision-making in the country.

“Sovereign power lies with the people. He is the owner, the owner of power, the representatives are nothing more than that, representatives. They exercise power to satisfy the common, general interest of all. Therefore, it must involve the people in debates and decision-making, which is what is being done in these Decentralized Councils”, he stressed.

As recalled, the Congress of the Republic began on Wednesday the 6th the debate on an opinion that establishes the return to the bicameral parliamentary system; that is to say, that from 2026 the Legislative Power will once again have deputies and senators.

The bill was supported by the president of the Commission of Constitution, Patricia Juarez. According to the opinion, there will be a minimum of 130 deputies and a total of 60 senators for a period of five years, whose election takes place through a process established by law.

The possibility that parliamentarians can seek re-election for one more period is also granted, despite the fact that in December 2018 the citizens voted against it in a referendum.< /p>
