This will strengthen the Alliance by establishing a well-connected and compatible approach to detecting, preventing and effectively responding to information threats.

The Alliance continues to face growing hybrid threats from state and non-state actors, who often attack our values and undermine our security, not least through the manipulation of information environment. NATO’s approach focuses on information threats: deliberate, malicious, manipulative and coordinated actions that routinely involve information manipulation and interference by foreign actors, as well as information operations. These activities are used to create confusion, division, destabilize societies, influence perceptions and behaviour and, ultimately, negatively impact NATO, its members and partners. While information threats are not a new threat to the Alliance, new challenges are emerging. In light of rapidly evolving technologies, particularly in the area of artificial intelligence (AI), the scale and sophistication of tactics, methods and procedures have reached unprecedented levels, significantly increasing their use and impact. Through this joint approach, NATO further strengthens its capacity to understand, prevent, deter, mitigate and recover from information threats, and reinforces its commitment to doing so with full respect for fundamental rights, including freedom of expression.
