Ukrainians will again be able to obtain permits for construction work and make changes to already issued permits on the Diia public services portal. This became possible thanks to the gradual restoration of data from state registers after the Russian cyberattack.
This was reported by the developers of Diya. They noted that this service allows you to quickly and without queues to obtain a building permit or edit a finished construction document, which will be useful in the following cases:
- when you need a permit to build objects of medium and high impact class;
- when you need to change the customer, contractor, address, or something else.
In addition, submitting a digital construction application on the Diya portal will protect it from common errors, as the system will identify them before sending. That is, by filling out an application online, you can be sure that it will be considered by the building control authorities.
Initially, permits for construction work were added to the Diya portal back in March 2023. But after a large-scale Russian cyberattack on state registers in Ukraine, this opportunity became temporarily unavailable.
How to get the service
To submit documents for a permit or to make changes to an existing permit, you need to fill out the appropriate form on the Diya portal. Accordingly, you must first register on it using an electronic signature. To obtain a new permit, the following documents will be required:
- registration number of the Unified State Electronic System in the Field of Construction for project documentation;
- copies of documents on ownership or right to use the land plot (submitted if there is no data on the land plot in the State Register of Real Property Rights to Real Estate).
To make changes to the current permit, the following documents will be required:
- permit number to which changes need to be made;
- registration number of the Unified State Electronic System in the Field of Construction for project documentation construction systems for project documentation;
- registration number of the Unified State Electronic System in the Field of Construction for the decision on the assignment of the address (if changes are made to the address of the facility);
- copies of documents on the right of ownership or the right to use the land plot (submitted if data on the land plot is missing from the State Register of Real Property Rights to Real Estate).
To receive the service, you must add a contract, data on the performers of author's and technical supervision, as well as an examination of the design documentation to your personal account of the Unified State Electronic System in the Field of Construction.
If the customer, designer, chief engineer or architect, changes must be made to the project itself, and if the contractor, author's or technical supervisor changes in the project, the relevant persons must add new data to the project documentation. In addition, copies of the necessary documents must be of high quality and attached in PDF format.
In order for construction customers to receive a notification about the need to sign documents, contact details of each of them must be added. After the construction permit is issued, construction can begin. When construction is completed, submit an application for a certificate certifying the facility's readiness for operation.
