Mykhailo Fedorov announced new services that will soon be available in the “Diya” application. What is known about this?
The “Diya” application celebrates its 5th anniversary. Thanks to this, Ukraine jumped from 102nd place to 5th in the world ranking of the level of development of digital public services.

How “Diya” appeared
2020 – the presentation of an unknown application at that time, its slogans “fewer queues, more life” and the person in the spotlight. And the name is made up of two words: “State and Me”. All this is called the digital revolution. But not everyone believes in it. Someone is worried about data leakage. And some people can't download the app.
“The action” had to be understood by Ukrainians of all ages. And also re-learned by institutions that could not be imagined without paper bureaucracy.
“We started with global resistance, when state bodies and institutions did not believe in the creation of the state as a service. And it was difficult to launch an electronic passport and driver's license. These were the main victories,” says Deputy Prime Minister for Innovation, Development of Education, Science and Technology – Minister of Digital Transformation Mykhailo Fedorov.
“Diya” is growing up and starting to receive new documents: a foreign passport, ID card, identification code, Covid certificates or a student card. The authority grows even more when the Ministry of Digital Affairs launches the “DIYA” portal, where you can already get services such as opening a sole proprietorship or “e-Malyatko”.
“DIYA” during a full-scale war
Since the beginning of the full-scale invasion, when many people's paper documents remain in occupied homes, the value of digital ones has increased significantly. “Diya” registers the status of a displaced person online. With “Yedokument” Ukrainians pass checkpoints and cross the Ukrainian border. “Diya” has been tried to be hacked by foreign hackers several times. And last year, Ukrainians themselves were unknowingly attacked – when during the Eurovision selection, they sent 19 million requests per minute.
What services are available in “Diya”
” We have 22 million users in “Diya”: 70% of all smartphones already have “Diya” installed. And we recently conducted a study that 50-60% of Ukrainians use electronic services and “Diya” is the most popular platform for receiving government services,” says Mykhailo Fedorov.
Currently, 28 documents, over 30 services, and over 130 other services are available in “Diya”. Through it, Ukrainians can donate, report enemy positions, vote for Eurovision candidates, propose to their loved ones, and recently even get married with a click on their smartphone.
Dozens of international awards and the title of “Best Innovation 2024” according to TIME magazine. Now Ukrainians are helping to create something like “Diya” for several other countries at the same time.
What updates will there be in “Diya”
Artificial intelligence in all services and projects of “Diya” is a new strategy of the Ministry of Digital Affairs, which Minister Fedorov will present directly at the opening of the hub, which will now manage “A-I” at the official level. And dozens of top managers who work with AI and use it in their companies are already developing this solution.
“We plan to launch a service where you can ask a question and it will act as a specific assistant. Or, for example, complain about any service by voice. We are trying to do everything so that you do not encounter the state offline, but if this happens – so that you can notify the voice assistant about it and it will convert this problem into text, understand which ministry is responsible and bring the problem of this area to the state board,” says Mykhailo Fedorov.
And this year, the Ministry of Digital Affairs plans to launch “Econsul” – through which Ukrainians abroad will be able to receive the most needed services. A service for drivers, where you can replace your vehicle registration certificate or apply for a license offline. The minister is not disclosing details yet, but he assures that by the 6th anniversary of “Diya” there will be something to brag about.
