The government of Quebec and its partners will invest nearly $2.6 billion for the sustainable development of northern Quebec over the next five years.

With an investment of $2.6 billion, the new Northern Action Plan 2023-2028 (PAN 23-28), produced by Quebec and various partners, should make it possible to improve the quality of life of the inhabitants of the Northern territory and to increase the level of wealth in Quebec, supports the Coalition Avenir Québec government.

Over the next five years, 45 new actions will be carried out to implement projects for northern communities, in addition to the 30 actions initiated before 2023.

The plan will notably improve cell coverage, train the workforce in northern environments and develop community greenhouses.

< p class="StyledBodyHtmlParagraph-sc-48221190-4 hnvfyV">The Minister of Natural Resources and Forests and Minister responsible for the Société du Plan Nord, Maïté Blanchette Vézina, made the announcement of this new plan on Tuesday, in Baie-Comeau, along with the Minister of Natural Resources and Forests. Employment and Minister responsible for the Côte-Nord region, Kateri Champagne Jourdain, the Minister of Labor and Minister responsible for Nord-du-Québec, Jean Boulet, and the MP for the René-Lévesque riding, Yves Montigny.

I am proud to present the 2023-2028 Nordic Action Plan, it is a pivotal step in our approach to sustainable development of the territory located north of the 49th parallel. These new actions will contribute to the economic vitality of the northern territory, underlines Maïté Blanchette Vézina.

This plan is also well received by elected officials who were present at this announcement, such as the mayor of Baie-Comeau, Michel Desbiens, and the prefect of the MRC of Manicouagan, Marcel Furlong.

To achieve its objectives, the Quebec government plans to invest $1.6 billion. Of this sum, $828.7 million will come from the Société du Plan Nord.

The Nordic Action Plan 2023-2028 also includes various financial instruments intended to meet the specific needs of organizations and businesses on the ground. As part of this initiative, the Société du Plan Nord will allocate $60 million to the opportunity envelope and $20 million to the Nordic Initiatives Fund.

For every dollar the Company invests, two dollars are invested by its partners. This is an important leverage effect for the benefit of all stakeholders in the Nordic territory, believes the president and CEO of the Société du Plan Nord, Patrick Beauchesne.

Kateri Champagne Jourdain is the Minister of Employment and minister responsible for the Côte-Nord region.

For her part, Kateri Champagne Jourdain believes that the initiatives funded by the Northern Action Plan are very concrete and that they contribute to the vitality of Northern communities.

With this new envelope, we are offering important tools and levers to local businesses and organizations. They can thus prosper more easily while consolidating their crucial role in our regional economy, she explains.

The Minister of Employment and Minister responsible for the Côte-Nord region maintains that these tools have already made it possible to set up several projects, including improving the offer of community and sporting activities. for the community of the Municipality of Longue-Pointe-de-Mingan and its visitors.

The Minister of Natural Resources and Forests and Minister responsible for the Société du Plan Nord, Maïté Blanchette Vézina, announced this new plan Tuesday in Baie-Comeau.

Yves Montigny also says he is convinced of the success of PAN 23-28.

I know, having seen several of its achievements in recent years, that the Société du Plan Nord will ensure, with its partners, that these actions come to fruition, he specifies.

The Société du Plan Nord's mission will be to contribute to the development of Quebec's northern territory, in accordance with the guidelines defined by the government, namely: increasing connectivity to the territory, capitalizing on the strengths northern economies, stimulate the vitality of communities and preserve a unique environment.

Interested promoters will be able to submit their project during the month of February with the objective to obtain a grant.
